Unable to use register.php/Unable to register user on gallery

Hello! I just install CPG, although it seems I cannot register as a new user, there is no link for it anywhere. Also when I type in my browser /register.php - the result is "You don't have permission to access this page."

Any assistance? Otherwise ever...
